Added templates/task-template.md and the tasks/ directory scaffold (tasks/README.md) for the post-authoring task board.

Purpose

Provide the canonical shape of a post-authoring task — header (ID, slug, status, dates), owned-post block (section, post slug, state, publication date), a four-gate quality checklist in workflow order, and a notes section — plus a tasks/ index and conventions mirroring plans/. Consumed by the task-utils skill. Part of executing plan-003.
